HUD PRO - Housing Building Plans-RFQual

The City of Toledo is seeking an architectural firm to develop a catalog of pre‑approved single‑family home plans (10 + templates) complete with full mechanical, electrical, and plumbing drawings. These plans will be offered free of charge to developers through a digital portal, supporting the city’s HUD PRO Housing grant objectives to streamline permitting, reduce construction costs, and increase affordable‑housing production. The work includes neighborhood analysis, universal‑design and energy‑efficiency considerations, and compliance with local, state, and federal building codes. • Deliver ≥10 complete residential plan sets (MEP, code‑compliant) for free public use. • Provide digital files and supporting documentation for the Pre‑Approved Plans Program. • Conduct analysis of target neighborhoods, incorporate universal design, and ensure alignment with HUD, Ohio Residential Code, and city zoning policies. • Contract term is one year, beginning upon issuance of the purchase order. • Funding originates from a $4 M HUD PRO Housing grant; architect fee is not pre‑specified and will be negotiated.
