Description

The City of Colorado Springs is seeking a qualified commercial outfitter to provide water‑recreation services—including fishing‑gear rentals, stand‑up paddle‑board yoga, guided fishing, and related programs—at the North Slope Recreation Area (Crystal Creek, North Catamount Reservoir, South Catamount Reservoir). The contractor must staff experienced, certified adult instructors, supply all equipment and safety gear, conduct environmental “tailgate talks,” maintain the area free of litter, and submit regular operational and financial reports. The contract runs from July 1 2026 through June 30 2031 (base year plus four optional years) with a 5 % gross‑revenue fee paid to the City. • Provide commercial water‑recreation programming (fishing, SUP yoga, guided trips) with a max group size of 15 and a 1:5 guide‑to‑guest ratio. • Staff must hold CPR, First‑Aid, AED, and water‑safety certifications; at least one certified staff on‑site at all times. • Contractor supplies all equipment, safety gear, and conducts daily guest‑satisfaction surveys plus annual operations reports and business‑operations plans. • Must adhere to Leave‑No‑Trace principles, ADA accessibility, and all federal/state/local regulations; no on‑site food/merchandise sales without approval. • Financial responsibilities include a $100 application fee, $50 stewardship fee, a 5 % gross‑revenue fee, collection of sales tax, and maintaining minimum $1 M liability insurance.

Budget estimate

$50,000 – $120,000

The RFP provides a 2022 baseline adjusted gross revenue of $82,609 and a 5 % fee to the City, implying the contractor retains roughly $78,500 before expenses. After accounting for staffing, equipment, insurance, taxes, and operational costs, net earnings could range from about $50,000 (conservative cost‑heavy scenario) to $120,000 (efficient, higher‑attendance scenario) over the base year. Optional years could increase total earnings proportionally.
