Request for Proposals for Sports Officiating & Referee Services

The City of Asheville’s Parks & Recreation Department is seeking one or more qualified vendors to provide comprehensive sports officiating and referee services for its municipal leagues. The contractor must recruit, train, certify, schedule, and manage officials for a variety of youth and adult sports, handle background checks, payroll, and record‑keeping, and ensure compliance with certification and insurance requirements. The contract is initially for one year with two optional one‑year renewals, and the work is expected to cover roughly 1,000 games annually across nine sport/age categories. • Provide certified officials for youth flag football, youth baseball, youth basketball, adult softball, adult flag football, and multiple adult basketball formats. • Manage full lifecycle services: recruiting, training, background screening, scheduling, game‑day staffing, performance evaluation, payroll processing, and record maintenance. • Meet mandatory insurance (general liability, sexual abuse, workers’ comp), E‑Verify, drug‑free workplace, and Asheville Business Inclusion (MWBE) requirements.
