The Government Publishing Office is seeking a vendor to produce 36,000 white kraft envelopes (9‑½ × 12 in.) for the USDA, including 200 “Blue‑Label” copies that require a GPO Form 917 certificate. Envelopes must be fabricated from JCP Code V15 white kraft (24‑32 lb), feature a gummed flap, side seams, and non‑digital black‑ink printing of eight lines of text, two horizontal rules, and the agency logo. All work must meet GPO Level 3 quality assurance (P‑7 and P‑9 attributes) and be packaged to prevent crushing, with each carton labeled per GPO specifications. Delivery is required at the USDA SDA MMSC facility in Beltsville, MD by 18 December 2026.
