The Government Publishing Office (GPO), in partnership with the Internal Revenue Service (IRS), is seeking a printer to produce the “Instructions for Forms 1040 and 1040‑SR (Rev. 2026)”. The scope includes offset printing, saddle‑stitched binding, labeling, packaging, palletizing, and nationwide distribution of roughly 1.26 million pamphlets plus a small number of special‑label “blue‑label” copies. The contractor must meet QATA Level IV quality standards, generate electronic labels (IRS Form 6153, UPS, USPS), handle PDF print files and distribution CSVs, and provide daily production and shipping reports. Delivery is staged in early‑January 2027, with strict reporting, labeling, and packaging requirements.
