Active Threat Response Modular Training System

The Iowa Department of Public Safety is requesting bids for an Active Threat Response Modular Training System. The system must be durable and versatile to better simulate real-world situations and offer flexibility in different training scenarios. The system should include approximately 200 panels with operational doors and windows, and the panels should be able to withstand repeated marking cartridge impacts from handgun and rifle platforms. The system must be lightweight, tool-free assembly, adjustable to various terrains, and weatherproof. The bidder must provide references from three previous customers or clients knowledgeable of the bidder's performance in providing goods and/or services similar to the goods and/or services described in this solicitation. The bidder must also read and agree to the terms and conditions, administrative terms, contract terms and conditions, and specification terms. Some key features of the system include: • Lightweight – preferably not to exceed 75 pounds per panel with carry handles built in. • Tool-free assembly- the panels shall be able to be connected and secured without bolts and tools. • Adjustable to various terrains – the panels shall be able to be connected on uneven surfaces. • Weatherproof – the panels shall be able to withstand the challenging weather conditions without impacting the integrity of the material. • Doors/Windows – the bid shall include approximately 200 panels with operational doors and windows. The doors/windows should also be constructed to withstand forcible breaching with commercial grade hardware. • The mounting/connecting hardware shall not allow a visible gap between the panels which would allow an unrealistic training setting, allowing students to see into the area they are clearing. • Durable – the panels shall be constructed of material that is highly modular but strong enough to allow for repeated marking cartridge impacts from handgun and rifle platforms. • Height – the height of the wall panels shall not be less than 6.5 feet, (78 inches) and no more than 8 feet, (96 inches). The bid will be evaluated based on the bidder's ability to meet the specifications and requirements outlined in the solicitation.
