The Pennsylvania State University is seeking a qualified Architecture/Engineering (A/E) team to deliver Phase 1 of a comprehensive Strategic Facilities Plan for the Milton S. Hershey Medical Center campus (550 acres). Phase 1 focuses on developing a strategic vision, assessing the aging utility plant and building systems, and creating a phased, data‑driven renewal roadmap. The effort will inform later space‑planning work (Phase 2) and supports the university’s long‑term academic‑medical mission. • Conduct stakeholder workshops to define business‑risk tolerance, emissions goals, and asset‑life targets. • Perform a campus‑wide utility‑plant and building‑systems investigation, produce renewal priority matrices, and develop order‑of‑magnitude cost estimates. • Analyze renovation‑versus‑new‑construction scenarios for representative buildings and deliver a 10‑year phased implementation plan. • Provide clear documentation, visualizations, and decision‑support tools that align with Penn State strategic plans and high‑performance building standards.
