Construction Auditing Services – San Mateo Event Center Improvement Projects

The County of San Mateo is seeking an independent, certified construction‑auditing firm to investigate four Event Center improvement projects (Resiliency Center, Cypress Restroom, RV Park, CalOES Generator). The firm will review procurement files, contracts, change orders, payment applications, invoices, payroll, and related documentation to verify that billed amounts are supported, identify over‑payments or unsupported costs, and recommend improvements to the County’s financial controls. Work must be completed within 60 days of contract award and delivered via electronic reports and a closing presentation. • Review RFPs, bid tabs, award documentation, and contract files for compliance. • Audit contractor payment applications, invoices, change orders, and retainage calculations. • Verify labor, material, equipment costs against contract terms and prevailing‑wage requirements. • Produce an audit work plan, preliminary findings, final audit report, and management response log. • Deliver all reports electronically and present findings to County officials.
