Companion Care Services

The City of Norfolk Department of Human Services (DHS) seeks qualified vendors to provide Companion Services for residents sixty years of age or older, or any person eighteen years of age or older who is incapacitated and needs assistance as part of home-based care. These services are intended to support individuals in remaining in the least restrictive setting or environment and functioning as independently as possible in their own homes. The City anticipates multiple contract awards to qualified offerors, each for a five-year term. Key responsibilities include non-medical assistance with Activities of Daily Living (ADLs) and related tasks, such as bathing, dressing, toileting, eating/feeding, transportation, meal preparation, shopping, supervision, light housekeeping, companionship, household and basic financial management. • The contractor shall maintain a written plan for seeking assistance from police, fire, and medical professionals in emergencies. • The contractor shall ensure adequate care and supervision to protect the health, safety, and well-being of adults receiving services. • The contractor shall comply with all applicable state regulations, administrative codes, and APS policy requirements governing Companion Services. • The contractor shall provide monthly service reports detailing all billable activities, hours worked, and any observations relevant to the client's well-being.
