Bridge Management System

The State of North Dakota seeks a comprehensive Bridge Management System (BMS) that complies with the National Bridge Inventory (SNBI) standards, provides statewide bridge inventory maintenance, data import, advanced reporting, and an optimization engine for lifecycle asset management. The contract includes full implementation services—gap analysis, configuration, data conversion, interface development, training, testing, and post‑implementation support—delivered either on‑premises or as SaaS, with a 12‑month base term and options for renewals. The award will be a fixed‑price, firm‑price contract with 20 % retainage and strict security, insurance, and data‑residency requirements. • Deliver a SNBI‑compliant BMS with import, reporting, GIS, and optimization capabilities. • Provide full implementation services (project plan, gap analysis, configuration, data conversion, interfaces, training, UAT, go‑live, warranty). • Meet rigorous security (FIPS 140‑2, SOC 2/ISO 27001), insurance, and data‑location (U.S.) obligations; maintain 99.9 % availability SLA.
