The State of Delaware’s Division of Public Health is seeking a qualified vendor to expand and operate the “Parents as Teachers” (PAT) home‑visitation program under the federal MIECHV grant. The contractor will deliver evidence‑based parenting education, developmental screenings, and resource linkage to families with children from prenatal stages through kindergarten entry, focusing on identified high‑risk geographic zones across the state. Services must include home visits, group sessions, community resource networking, and comprehensive data collection/reporting, with staffing qualifications that emphasize bachelor‑level education for parent educators and ongoing professional development.
