Alabama’s Department of Mental Health is seeking a qualified provider to operate an Intellectual/Developmental Disabilities Intermediate Care Facility (ICF‑IID) within the B‑Wing of the Mary Starke Harper Center in Tuscaloosa. The state will supply the building, while the vendor must deliver full‑service ICF‑IID care—including 24‑hour security, utilities, staffing of medical and behavioral professionals, program implementation, compliance with CMS, ADPH, Joint Commission, and Medicaid requirements, and management of all ancillary contracts. The contractor will bill Alabama Medicaid for per‑diem services and receive state‑match funding, while covering all other operational costs. Proposals must include four physical copies (original, two copies, and a USB drive) delivered by the November 16, 2026 deadline.
• Provide continuous, evidence‑based active treatment for adults with intellectual/developmental disabilities, many with complex or dual diagnoses.
• Manage all facility operations: utilities, security, risk‑management plans, staffing, ancillary services, and financial reporting to ADMH and Medicaid.
• Meet extensive regulatory certifications (ADPH, CMS, Joint Commission, Life‑Safety, Medicaid provider status) and maintain a board‑governed organizational structure.
• Deliver detailed outcome and quality‑assurance reporting as required by ADMH.
• Assume responsibility for all vendor‑incurred costs beyond baseline state funding, while coordinating with ADMH for the state‑match portion of Medicaid reimbursements.
