The agency seeks a vendor that can design, issue, fund, and settle virtual Visa/Mastercard‑type cards for both Lottery‑Office and retailer‑based payouts, integrate the solution with its central gaming system, support digital‑wallet provisioning, and deliver comprehensive compliance, reporting, and customer‑service capabilities.
