Request for Information (RFI): USCG Nationwide Automatic Identification System (NAIS) Support Services in Alaska

The United States Coast Guard (USCG) is seeking comprehensive Automatic Identification System (AIS) services, VHF-FM maritime voice communications, and DSC (data) communications for designated regions and ports of Alaska, 24 hours a day, 7 days a week. The goal is to augment existing USCG infrastructure, address coverage gaps, and ensure reliable maritime communications. The contractor must provide services for key Alaskan ports and regions, extending coverage offshore to 20nm for VHF/DSC and 2000nm for AIS. Key performance requirements include maintaining high operational availability, ensuring timely data delivery, and adhering to rigorous security protocols. • The contractor must provide AIS data reception, AIS message transmission, VHF-FM voice communications, and DSC data communications. • The contractor must maintain high operational availability: 96% for AIS systems and 98% for VHF/DSC sites. • The contractor must ensure timely data delivery (96% of AIS messages in under 2 seconds) and provide continuous monitoring of emergency channels. • The contractor must adhere to rigorous security protocols, including achieving formal IT Security Accreditation, ensuring personnel meet DHS/DoD cybersecurity standards, and guaranteeing secure data handling and system decommissioning.
