Full Service Employee Benefits Broker

The City of Northglenn seeks a full‑service employee benefits broker to manage its municipal employee benefit programs for the 2026 plan year. The broker will provide strategic plan design, carrier management, compliance support, employee communications, and ongoing performance reporting for a workforce of roughly 784 employees and their dependents. The engagement runs from January 1 2026 through December 31 2026 with an automatic renewal provision, and the award will be made in late December 2025. • Deliver a comprehensive benefits administration service—including annual plan review, cost‑containment analysis, carrier selection, and negotiation of renewals. • Produce and manage open‑enrollment communications (digital guides, webinars, printed materials, reminders) and maintain a dedicated account‑management team. • Provide regulatory compliance assistance (ACA, HIPAA, state filings) and quarterly performance metrics, benchmark reports, and executive summaries. • Analyze de‑identified claims data (if selected as a finalist) to recommend plan design changes and cost‑saving opportunities. • Maintain all required insurance certificates, meet Colorado procurement and contracting standards, and support the City’s risk‑management objectives.
