Fiber Enterprise Strategy & Pro Forma

The City of Palo Alto Utilities is seeking a qualified consulting firm to create an updateable, staff‑maintainable financial model (Pro Forma) for its fiber enterprise and to provide decision‑support analysis for current and future fiber services, dark‑fiber operations, backbone investments, and FTTP expansion. The consultant will validate assumptions, perform scenario and sensitivity analyses, and deliver a transparent model with documentation, user guides, and training for city staff. Deliverables include an initial work plan, data request tracker, assumption tracker, draft and final Pro Forma, analysis summaries, recommendations, and a hand‑off package. The contract will be a not‑to‑exceed, fixed‑fee agreement with progress payments tied to milestones. • Develop an editable Fiber Enterprise Pro Forma for ongoing financial planning. • Conduct supporting market, operational, and financial analysis to validate model inputs. • Provide scenario testing, illustrative planning cases, and recommendations. • Deliver documentation, user guide, and staff training for model maintenance. • Optional: deeper market or rate studies, additional scenario modeling, or expanded service concept evaluations.
