Financing District Advisory Services – Enhanced Infrastructure Financing District (EIFD) Formation

The City of Monterey is seeking a qualified consulting firm to provide comprehensive advisory services for evaluating, designing, and potentially forming a special‑purpose Tax Increment Financing (TIF) district, specifically an Enhanced Infrastructure Financing District (EIFD). The consultant will analyze boundary alternatives, infrastructure needs, revenue and bonding capacity, governance structures, and present findings to city staff, council, and stakeholders. An optional second phase may involve County outreach and formal EIFD formation. • Evaluate three (or more) boundary alternatives for EIFD in Downtown, Lighthouse Avenue, North Fremont (and optional Fort Ord). • Conduct tax‑increment revenue forecasts and bonding capacity analysis (with a registered Municipal Advisor). • Identify infrastructure projects, estimate order‑of‑magnitude costs, and assess redevelopment dissolution impacts. • Develop governance and implementation timelines, including board composition and debt issuance procedures. • Deliver memoranda, maps, final report, and presentation materials; facilitate stakeholder workshops. • Optional future phase: County outreach and preparation of formation documentation. • Contract term: 1‑year base with up‑to‑two one‑year renewal options; not‑to‑exceed budget for Tasks 1‑4; separate pricing for Fort Ord option and optional Task 5.
