The South Dakota Public Utilities Commission seeks a vendor to design, build, and maintain a modern, high‑performance public website that includes a comprehensive docket filing and management system. The effort will replace an aging 2005‑era site, improve search, accessibility, and security, and optionally provide intranet capabilities. The contract is for a five‑year term with possible two‑year extensions and requires compliance with extensive state‑wide IT security policies, WCAG 2.1 AA accessibility standards, and robust data‑management practices. • Deliver a fully responsive, ADA‑compliant public‑facing website with integrated docket browsing, search, and inline document viewing. • Implement a secure, role‑based docket filing and management system that supports legacy data (1976‑present) and future growth (≈ 336 GB of documents). • Provide end‑to‑end project services: discovery, design, development, data migration, testing (functional, performance, accessibility, security), deployment, training, and five‑year post‑implementation support.
