YORK BIKE SHARE PROGRAM

The City of York is seeking a qualified vendor to provide a turnkey bike share system and related services for the York Bike Share Program. The program aims to provide an additional transportation option for residents, employees, students, and visitors, and to improve first-mile and last-mile connections between public transportation services and destinations throughout the city. The selected vendor will be responsible for providing all equipment, software, operations, maintenance, customer support, reporting, insurance, and related services necessary to implement and operate the program. The initial contract term will be three years, with the option to negotiate up to three additional one-year renewal terms. • The program will include five bicycle stations and 25 bicycles, with a combination of pedal bicycles and e-bicycles. • The vendor will be responsible for providing a fully operational bike share system, including all necessary equipment, software, and operational support. • The vendor will also be responsible for maintaining the system, including routine and preventive maintenance, emergency repairs, and rebalancing and redistribution of bicycles. • The program will be supported by transportation funding programmed under MPMS 115990, through the 2025-2028 Transportation Improvement Plan (TIP), administered by the Pennsylvania Department of Transportation (PennDOT). • The City encourages participation by Small Diverse Businesses as prime contractors and encourages all prime contractors to make a significant commitment to use Small Diverse Businesses as subcontractors and suppliers.
