OUTREACH – Homeless Services

Pierce County is seeking proposals from eligible organizations to provide outreach services to homeless households throughout the county. The services will be regionalized, using a Geographic Information System (GIS)-informed approach, and will aim to rapidly respond to the immediate needs of households experiencing homelessness. The scope of work includes engaging homeless households, providing resource connection, problem-solving, and navigation support, with the goal of connecting households to temporary or permanent housing. • Outreach services will be provided to households who are literally homeless, fleeing domestic violence, or at risk of homelessness. • Services will include repeated engagement over time to build trust, connections to Coordinated Entry, behavioral health, healthcare, and other mainstream resources. • Providers will be required to use GIS mapping to document outreach interactions and enter data into the Homeless Management Information System (HMIS). • The county is looking for providers who can demonstrate expertise in serving diverse populations, including veterans, youth, families, individuals with disabilities, and survivors of domestic violence. • The contract is expected to be awarded for a period of 15 months, with the option to extend for up to four additional 12-month terms.
