Description

The City of Cincinnati is seeking turn‑key, design‑build‑finance‑install‑operate proposals for clean‑energy generation or storage to offset its municipal electricity load. Offerors may respond to one or more of three options: (1) develop a solar or storage facility on the closed Center Hill Landfill (≤ 5 MW AC, eligible for “Solar for All” funding), (2) locate a project on public or private land within or bordering the city (no size limit), or (3) locate a larger, regional project within Ohio or ≤ 100 mi of City Hall (no size limit). All proposals must include financing structures that capture federal tax credits, RECs, carbon credits, and must guarantee that the City will not pay more than its current electricity cost. Economic‑inclusion requirements demand SBE/MBE/WBE certification or subcontracting plans. • Turn‑key financing and ownership models (PPAs, VPPAs, outright ownership) • Full permitting responsibility (city, state, utility, federal) • Operation & maintenance for the contract term (10‑20 year options with buy‑out clauses) • Workforce inclusion with apprenticeship, wage, and benefit standards • Real‑time monitoring and data reporting

Budget estimate

$750,000 – $3,000,000

The feasibility study for the Center Hill landfill solar option estimates a capital cost of about $15.8 M for a ~7.5 MW AC system. Similar municipal solar projects in the 5‑20 MW range typically have total contract values between $15 M and $30 M, depending on site, technology, and financing. Assuming a typical contractor profit margin of 5‑10%, the expected earnings for a qualified firm would be roughly $750,000 to $3,000,000 over the contract life. Factors influencing the range include project size (larger off‑site options can exceed $20 M), complexity of financing (tax‑credit capture), and the extent of O&M services required.
