The Massachusetts Department of State Police (MSP) seeks qualified bidders who can provide video downlink receiver and antenna systems, web streaming services, and/or related commodities and services over the next six years, as needed. The intent of this contract is to include maintenance, repairs, training, license subscriptions, and other related goods and services not covered by a statewide contract. The system should include field surveys, engineering, installation, configuration, setup, testing, acceptance, and all related parts and equipment. The scope of this contract includes related parts, equipment, repair, maintenance, outyear licenses, training, and other related commodities and services.
Key features of the required system include:
* Video downlink receiver and antenna systems capable of receiving video from existing airborne transmitters installed on State Police aircraft and delivering it to authorized users via an IP network
* Web streaming services to provide access to aircraft video feeds via an Internet-facing web interface
* Compatibility with existing web streaming services and Vislink HDX-1100 transmitters
* Support for up to 250 users
* Capability to handle connections from existing and proposed sites
* End-to-end encryption from the transmitter to the end user
* Network requirements for backhaul and feeds, including minimum and maximum bandwidth requirements, committed information rate (CIR), latency, jitter, VLAN tagging capabilities, and QoS capabilities.
