FSA HRA HIPAA COBRA Services

The Commonwealth of Kentucky is seeking a vendor to provide account administration and account compliance services for the Kentucky Employees' Health Plan (KEHP) members. The services include Flexible Spending Accounts (FSAs), Health Reimbursement Arrangements (HRAs), and COBRA notices and continuation of coverage administration. The vendor will provide comprehensive administration services, including initial notification of COBRA rights, qualified planholder or beneficiary notices, and enrollment tracking. The contract is expected to start on January 1, 2027. Key aspects of the job include: • Providing account administration and compliance services for FSAs, HRAs, and COBRA • Ensuring compliance with federal laws and state requirements • Processing HRA and FSA claims in accordance with applicable law • Providing initial notification of COBRA rights and qualified planholder or beneficiary notices • Administering continuation of coverage for COBRA participants • Maintaining COBRA eligibility, election, and payment information • Providing HIPAA access reports to DEI and/or KEHP members upon request
