UNCW Records Management System & Computer Aided Dispatch

The UNC Wilmington Police Department is seeking a fully integrated, cloud‑based software platform that replaces its existing Computer Aided Dispatch (CAD), Records Management System (RMS), and mobile field reporting tools. The solution must interoperate with state and federal data sources (NIBRS, NCIC, driver‑license/vehicle‑registration databases), support public‑records compliance, and provide robust analytics, mobile access, and API/data‑export capabilities. The contract is for an initial three‑year term with two optional one‑year renewals and includes implementation, training, and transition assistance. Vendors must be NC‑registered, demonstrate technical capability, financial stability, and accept UNC‑Wilmington’s standard terms. • Replace legacy CAD/RMS with a single, integrated platform • Real‑time data exchange with NIBRS, NCIC, SBI, and motor‑vehicle records • Mobile field reporting, evidence/property management, and barcode tracking • Full API, CSV, Power BI, and Microsoft 365 integration; data export & audit trails • CJIS‑compliant hosting, disaster‑recovery, and multi‑factor authentication • Implementation plan, training, post‑go‑live support, and optional transition assistance • Contract term: 3 years (plus up to two 1‑year extensions)
