PSC Expanded Utility Offerings

The State of Delaware, Public Service Commission (PSC) is seeking professional services to assist PSC Staff in evaluating applications for new or novel utility offerings from PSC regulated utilities. The selected vendor will provide analysis and evaluation of proposed expanded customer offerings and affordability programs, including low-income rates, dynamic pricing, and any other proposed surcharges. The vendor may also be requested to provide litigation support, review reports and filings, draft reports and comments, and provide negotiation support. • The PSC is looking for a vendor with experience in the public utility industry in Delaware. • The vendor should be familiar with the Delaware Public Utilities Act and Delaware public utility regulations. • The vendor should have a quality staffing plan and qualified personnel. • The vendor should have demonstrated knowledge and understanding of public utility regulatory proceedings. • The vendor should propose a specific approach for the project, including time requirements and briefing of PSC staff.
