Description

The State of Tennessee is seeking information on Next Generation 911 emergency communications services to replace and/or upgrade its existing services. The goal is to enhance capabilities, functionality, and service to all public safety answering points (PSAPs) in the state. The desired solution should include an ESInet and National Emergency Number Association (NENA) i3-conformant Next Generation Core Services (NGCS) solution, layer 3 service over fiber-based connections, and an open-vendor ecosystem. Some key features include integrated MSRP text-to-911, real-time text-to-911, and call handling as a service. The state is looking for information on possible solutions and options to meet these goals. Key considerations include: * An ESInet and NENA i3-conformant NGCS solution * Layer 3 service over fiber-based connections * Integrated MSRP text-to-911 and real-time text-to-911 * Call handling as a service * Open-vendor ecosystem * Transition all PSAPs to a NENA i3 interface with the NGCS * Use of the state's existing GIS data for civic address validation * Integration with third-party commercial additional data repositories * Optional Computer-Aided Dispatch (CAD) as a hosted service * Optional onsite support options for ECDs/PSAPs * Alternative wireless options for 911 call delivery to PSAPs when terrestrial circuits fail * Exceptional network operation center (NOC) and technical support * Timely communication from the NOC and project management * Dedicated public safety client manager(s) * Flexible dashboards and analytics with real-time information * Voice and data interoperability with neighboring ESInets, in or out of state, in an i3 format * User training regarding transition requirements, processes, and tools available with the service * Execution and verification of NENA i3 conformance testing

Budget estimate

$10,000,000 – $50,000,000

Based on the information provided, it is difficult to estimate the exact budget for this opportunity. However, considering the scope of the project, which involves replacing and/or upgrading the state's existing Next Generation 911 emergency communications services, the budget could be substantial. Factors that may influence the likely payment range include the cost of implementing and maintaining the new system, the number of public safety answering points (PSAPs) that need to be transitioned, and the level of service required. A rough estimate could be in the range of $10 million to $50 million, considering the costs of similar projects in other states.
