New World Screwworm Aerial Release & Air Transportation Services

This solicitation seeks one or more Indefinite‑Delivery‑Indefinite‑Quantity (IDIQ) contracts—hybrid time‑and‑materials (T&M) and firm‑fixed‑price (FFP)—to support the USDA‑APHIS New World Screwworm (NWS) eradication program. The work includes (1) aerial release of sterile screwworm insects over designated grids along the Texas‑Mexico border and other affected municipalities, and (2) transportation of live pupae from production facilities in Panama (and Mexico) to the dispersal base in Edinburg, Texas. The contractor must provide aircraft, qualified crew, ground‑support vehicles, and required logistics, maintain detailed flight‑following and reporting, and comply with FAA, AFAC, and USDA regulations. The contract has a base year of one year with four one‑year options (total five‑year performance period) and a cumulative ceiling of $650 million. • Provide twin‑engine fixed‑wing aircraft for aerial release (VFR‑only) and transport (IFR permitted). • Perform weekly coordination with USDA‑APHIS for release grids and transport schedules; submit daily flight records and monthly invoices. • Meet Service Contract Act wage requirements, maintain required insurance, and operate under strict safety‑management and reporting standards.
