The City of Mobile is procuring a three‑year stand‑by consulting contract to provide disaster‑management, grant‑administration, data‑management, and IT‑integration services after a federally declared disaster. The contractor will support FEMA Public Assistance, Hazard Mitigation Grant Program, and other state/federal disaster grant programs, delivering cost estimates, project worksheets, appeals handling, audit support, and monthly performance reports. The work is primarily virtual (up to 25 % on‑site) and will be activated only when a disaster occurs, with costs reimbursable under Category Z administrative costs of the disaster award.
• Provide strategic management and administration of FEMA, DHS, DOT, ALDOT, and related disaster grant programs (excluding HUD‑funded programs).
• Deliver technical services: cost estimating, damage assessments, project worksheet preparation, appeals, audit documentation, and quarterly progress reporting.
• Offer integrated IT solutions for data‑management and reporting, supporting the City’s existing applications.
