The City of Wilmington is establishing an on‑call professional engineering design services agreement to provide a broad range of engineering, surveying, environmental, and related services on a task‑order basis. The solicitation seeks qualified firms (or teams) that are pre‑qualified by NCDOT for any of the many listed work codes, including advanced traffic capacity analysis, hydraulic investigations, MSE wall design, special inspections, and traffic‑management plans (Levels 1‑4). The contract will run for three years with a possible two‑year renewal and will be awarded to multiple firms to collectively cover the full spectrum of services. No guaranteed minimum workload is provided; work will be assigned via supplemental agreements as needs arise.
• Scope covers roadway, bridge, utility, storm‑drainage, environmental, and project‑management services.
• Firms must hold NCDOT pre‑qualification for relevant codes (e.g., 028, 247, 364, 536, 359, 168) and meet professional‑license, insurance, and SBA SPSF requirements.
• The City encourages MBE/WBE participation and will require subcontracting plans to involve such businesses.
