How Do You Find Federal Construction Contracts?

Federal construction is advertised on SAM.gov. A free account there lets you save a search and receive email notifications when new matching solicitations post, which is more reliable than checking by hand. Before you can hold a federal award you also need an active SAM.gov entity registration with a Unique Entity ID, and that takes time, so complete it before a deadline forces you to.

Federal buying runs on the Federal Acquisition Regulation, and individual agencies add their own supplements on top of it. The FAR is currently being rewritten under the Revolutionary FAR Overhaul, with updated parts published through 2026, so read the clauses in the solicitation in front of you rather than relying on language you saved from an older bid. Which Search Terms and NAICS Codes Surface Construction Bids?

Buyers rarely put the word “RFP” in a construction title. Search for the work rather than the document type, and pair keywords with NAICS codes so you still catch solicitations that use unfamiliar language.

• Trade and scope keywords — “general contractor,” “construction services,” “renovation,” “design-build,” “job order contracting,” “roof replacement,” “site work,” “paving” and “HVAC replacement.”
• NAICS 236220 — Commercial and Institutional Building Construction. This covers most school, office, courthouse and municipal building projects.
• NAICS 237310 — Highway, Street, and Bridge Construction. The code to watch for state DOT letting programs and public works agencies.
• NAICS 238210 — Electrical Contractors and Other Wiring Installation Contractors, plus the other 238 codes for specialty trades such as masonry, roofing, plumbing and drywall.
• Document types — Invitations for bid (IFB or ITB), requests for qualifications and job order contracting solicitations all lead to construction awards even though none of them is called an RFP. Include them in your search terms.

How Do You Find State, County and City Construction Bids?

Start with the procurement page of every public buyer inside the area your crews can actually reach, then work outward. Cities, counties, school districts, transit authorities, housing authorities, water districts and public universities all buy construction separately, and many post only on their own site.

Register as a vendor on each portal you plan to bid through. Registration is often free, and it is often how you get on the plan holder list that receives addenda. Missing an addendum is one of the most common reasons a construction bid gets rejected.

Public bid tabulations are worth reading before you price anything. Previous award data shows who won similar projects for that agency and at what number, which is a far better guide than an estimate built in isolation.

Can Trade Associations Help You Find Construction Work?

Yes, mainly for private and subcontracted work that never appears on a public portal. Construction associations run member plan rooms, circulate invitations to bid from general contractors, and hold pre-bid and networking events where projects come up before the documents are issued. If you work as a subcontractor, getting onto the bid lists of the general contractors active in your market is usually more productive than watching public portals, because those invitations are not advertised anywhere.

Which Construction RFPs Are Worth Bidding On?

Estimating costs real money, so qualify the opportunity before you price it. Check all of the following on the day you download the documents.

• Bonding and insurance — Confirm you can obtain the bonds the solicitation requires and that your coverage limits meet the specification. This is the most common disqualifier on public construction work, and the bonding sections below cover what each bond does and when it applies.
• Prevailing wage — Federal projects and many state and local projects carry prevailing wage requirements that change your labor number. Price them in from the start rather than discovering them after award.
• Site visit and pre-bid conference — Note whether attendance is mandatory. If it is, missing it disqualifies you no matter how sharp your price is.
• Written question deadline — Put it in your calendar immediately. It usually falls well before bid opening and it is your only chance to get an ambiguity in the drawings or specifications resolved on the record.
• Award history — Read the agency's previous tabulations. Past bids show the incumbent, the spread between bidders and whether the agency awards on price alone or scores qualifications.

What Is an ITB, and How Is It Different From an RFP?

An Invitation to Bid (ITB) is a solicitation where the buyer already has complete drawings and specifications and wants one number from you: your price to build exactly what is drawn. You are not asked for creative input. You are asked to confirm you will build it to spec and to say what you will charge. Award goes to the lowest bidder who is both responsive and responsible.

A Request for Proposal (RFP) is used when the buyer knows the outcome they want but not the path. You submit a technical approach, a schedule, your team, your past projects and a price. The agency scores all of it, so a higher price can still win on evaluated value.

The practical difference for a first-time bidder is where your effort goes. On an ITB, nearly all of it goes into the estimate and into completing the forms correctly. On an RFP, a substantial share goes into writing.

You will also see these terms, which lead to the same kind of work:

• IFB (Invitation for Bid) — the same thing as an ITB. Agencies use both labels, so search for both.
• RFQ (Request for Quote) — usually smaller-dollar work with simpler paperwork.
• RFQual (Request for Qualifications) — no price at this stage. The agency shortlists firms first, then requests pricing or negotiates.
• JOC (Job Order Contracting) — you bid a multiplier against a published unit-price book, then receive individual task orders over the contract term.

What Are Bid, Performance, and Payment Bonds?

A surety bond is a three-party agreement. You are the principal, a surety company backs you, and the buyer is the obligee. If you fail to meet your obligation, the surety makes the buyer whole — then comes after you to recover what it paid. A bond is not insurance for you. It is credit extended on your behalf.

Three bonds show up in construction.

Bid bond — A bid bond is security promising that you will not withdraw your bid during the acceptance period, and that if you win you will sign the contract and furnish the required performance and payment bonds. It protects the buyer from a bidder who lowballs and then walks. On federal work the bid guarantee must be at least 20 percent of the bid price and cannot exceed $3 million. You typically submit it on Standard Form 24, inside your sealed bid.

Performance bond — A performance bond guarantees that you will complete the contract according to its terms. If you default, the surety pays to finish the job or hires someone who will. Only the buyer can claim against it. On federal construction the penal amount generally equals 100 percent of the original contract price, plus 100 percent of any price increase. The form is Standard Form 25.

Payment bond — A payment bond guarantees that your subcontractors and material suppliers get paid. Because public property generally cannot be liened, this bond is what gives a sub on a government job a way to recover. It is also usually 100 percent of the original contract price, and it can never be less than the performance bond. The form is Standard Form 25A.

One sequencing detail is worth knowing: the contractor must furnish all bonds before receiving a notice to proceed or being allowed to start work. Bonding is not something you sort out during construction.

When Are Bonds Actually Required?

On federal construction the rule sits in FAR Part 28 and turns on contract value.

The $150,000 figure comes from 40 U.S.C. chapter 31, subchapter III, formerly known as the Miller Act. A bid bond follows automatically wherever bonds are required: a bid guarantee must be required whenever a performance bond or performance and payment bond is required, and for construction contracts only separate bid guarantees are acceptable.

State, county, city and school district projects follow state bonding statutes, often called "Little Miller Acts." The structure is similar, but thresholds, percentages and deadlines vary by state — so read the requirement in the solicitation in front of you rather than assuming the federal numbers apply.

One more practical point: your surety has to be one the buyer will accept. For federal bonds the company must appear on Treasury Department Circular 570, the annual list of companies certified as acceptable sureties on federal bonds.

What If You Cannot Get Bonded Yet?

This is the wall most new construction firms hit, and there are two normal ways around it.

The first is the SBA Surety Bond Guarantee Program. The SBA does not issue bonds. It guarantees them for participating surety companies, which lets those companies write bonds for small businesses that would not otherwise qualify. The SBA guarantees bid, performance and payment bonds up to $9 million for non-federal contracts and up to $14 million for federal contracts, and you still need to meet the surety company's credit, capacity and character requirements. The second is to start below the bonding threshold. Smaller projects and specialty trade work often carry no bond requirement at all, and building a clean completion record on those is exactly what a surety underwriter wants to see before writing your first bond. Subcontracting to a bonded general contractor works the same way.

Either path takes time. Begin the conversation with a surety agent before you find a project you want, not after.

How Do You Read a Construction Solicitation?

A construction bid package is bigger than it looks and most of it is not written for bidders to read front to back. Pull these pieces out first.

• The advertisement or notice — bid due date and time, bid opening date, project location, estimated value, and whether a pre-bid meeting or site visit is mandatory.
• Instructions to bidders — how to submit, what must be in the envelope or upload, the format, and the bid security requirement.
• The bid form — the actual document you price. Do not substitute your own.
• Drawings and specifications — the scope. This is where your estimate comes from.
• Contract terms and general conditions — bonding, insurance limits, liquidated damages, retainage, payment terms and schedule obligations.
• Wage determinations — the prevailing wage schedules that apply to the project, where they apply. They are part of the package and they set your minimum labor rates.
• Addenda — changes issued after the package goes out. They are binding, and you usually have to acknowledge each one in your bid.

What Does Responding Look Like on an ITB?

Responding to an ITB is an exercise in completeness, not persuasion. A typical submission contains:

1. The bid form, priced, signed and filled in exactly as instructed
2. The bid bond or other accepted bid security
3. Addenda acknowledgments for every addendum issued
4. Required certifications and representations — licensing, non-collusion, debarment, and any local or small business forms
5. Attachments named in the instructions — subcontractor lists, unit price schedules, references or a bidder qualification statement

Then come the sealed-bid mechanics. Your bid must arrive at the designated office before the exact time set for opening — under FAR Part 14, bids must be received in the office designated in the invitation not later than the exact time specified for receipt of bids, and to be considered for award a bid must comply in all material respects with the invitation. Late is late. Bids stay sealed until opening, at which point they are opened publicly and, where practical, the prices are read aloud, so everyone learns the spread at the same moment. You can withdraw or modify your bid before that deadline, but not after.

Award goes to the lowest responsive, responsible bidder. Those are two separate tests:

• Responsive is about your paperwork: did you bid exactly what was asked, with everything required, on time? This is judged at bid opening and it is pass or fail. In sealed bidding, noncompliance with a bid guarantee requirement requires rejection of the bid, with only narrow exceptions.
• Responsible is about your company: licensing, bonding capacity, insurance, financial condition and past performance. This is verified after opening, for the apparent low bidder.

Most first-time construction bids are lost on responsiveness, not price. A missing addendum acknowledgment, an unsigned form, or a bid bond without the surety's power of attorney attached ends the bid before anyone looks at your number.

Build a reusable core while you bid: a current safety record and experience modification rate, a bonding letter, key personnel resumes, a project list with references and photographs, and your standard schedule, safety and quality narratives. Most construction solicitations ask for the same evidence in a different order, so the contractors who bid fastest are the ones keeping that material current rather than rewriting it each time.
