Description

The Alabama Department of Mental Health seeks a qualified 310‑Board CMHC to develop, operate, and manage a specialized deaf‑focused residential program, providing both a 15‑bed “MOM” facility and a 6‑bed group home. The contractor must deliver 24/7 ASL‑fluent staffing, comprehensive medical and psychiatric services, case management, peer support, family services, and community integration activities, all tailored to the cultural and communication needs of deaf adults. • Build and run a 15‑bed residential “MOM” program plus a 6‑bed group home for deaf adults, with continuous supervision and ASL‑fluent staff. • Provide on‑site medical, psychiatric, dental, and therapeutic services, plus case‑management, peer‑to‑peer recovery, and daily life‑skill activities. • Maintain MOAs with local agencies, deliver specialized staff training, and support families with counseling, transportation, and community engagement. • Submit a full paper proposal (original + copies + USB) by 2 pm CT on 7 August 2026; must meet strict eligibility (ADMH‑certified 310‑Board CMHC serving ≥ 2,200 deaf individuals). • Evaluation weighted heavily toward expertise (50 %) and experience (30 %), with budget (10 %) and RFP understanding (10 %) also considered.

Budget estimate

$1,000,000 – $2,000,000

The solicitation does not disclose a total contract value. Based on the scope—a 15‑bed residential facility plus a 6‑bed group home, 24/7 staffing, comprehensive medical/psychiatric services, and extensive support programming—a reasonable annual operating budget could range from $1 million to $2 million. This estimate assumes average per‑resident costs of $50‑$70 k/year, staffing levels, medical services, and overhead typical for state‑funded residential care.
