Homeland Security Exercise & Evaluation Program

SEPTA seeks a qualified consultant to design, develop, execute, and evaluate a comprehensive two‑year Homeland Security Exercise & Evaluation Program (HSEEP) across its multimodal transportation system. The contractor will deliver six exercises—workshops, tabletop exercises, and full‑scale exercises—covering terrorism, hazardous‑materials, cyber‑physical, and other all‑hazards scenarios, and will provide all associated planning, documentation, execution, and after‑action reporting. The effort includes full program management, regular status reporting, and compliance with extensive federal, state, and local regulations. • Conduct six HSEEP‑compliant exercises (2 workshops, 2 tabletop, 2 full‑scale) over two years. • Provide complete planning, logistics, facilitation, evaluation, and after‑action improvement reports for each exercise. • Manage the overall program with bi‑weekly virtual coordination, monthly reviews, and a final close‑out report, while adhering to FTA, DBE, Buy‑America, IRCA, EEO, and other regulatory requirements.
