The State of West Virginia, through West Virginia State University, is seeking an agency‑level contractor to provide full architectural and engineering (A/E) design services and construction contract administration for HVAC renovation projects across five campus buildings (Fleming Hall, Ferrell Hall, Wallace Hall, Drain‑Jordan Library, and the Cole Complex). The effort includes existing‑conditions surveys, conceptual and detailed design, production of construction documents and specifications, energy‑efficient equipment selection, phased construction planning to minimize disruption, and on‑site construction‑phase administration, including submittal review, RFI response, progress reporting, and commissioning support. The contract will be a fixed‑price, term agreement for an initial one‑year period with the option for up to two additional one‑year renewals. No price information is required in the expression of interest.
• Scope covers full‑service MEP engineering (mechanical, electrical, plumbing, fire‑protection) and architectural coordination for HVAC system replacement and upgrades.
• Deliverables include preliminary studies, design‑development packages, construction‑document sets, BIM models, cost estimates, phasing plans, and construction‑admin services through project close‑out.
• Evaluation will be based on qualifications, past performance, and an oral interview; price is not considered at this stage.
