Printing and Bulk mailing Services

Santa Clara Valley Water District is seeking qualified vendors to provide comprehensive printing, finishing, and bulk‑mailing services for its flood‑campaign outreach materials. The contract will cover high‑quality digital and/or offset printing of trifold mailers, booklets with attached magnets, and postcards, as well as all pre‑press, finishing, and USPS bulk‑mailing functions (addressing, presorting, documentation, and delivery). Quantities are estimated at 45‑55 k pieces per exhibit (A‑C) and 8‑20 k pieces for Exhibit D, with no minimum guaranteed; work will be issued on an as‑needed basis over a one‑year term, renewable up to four additional one‑year extensions. Bidders must submit full electronic bids via PlanetBids, including all required forms, bonds, and certifications, by the July 28 deadline. • Provide end‑to‑end printing (digital/offset), finishing (binding, scoring, folding) and specialty options (magnet placement, specialty inks). • Perform all bulk‑mailing services (address processing, USPS presort, postage pass‑through) and deliver to designated locations within three weeks of order. • Submit a single lump‑sum bid, maintain a 10 % bidder’s bond, and comply with extensive non‑collusion, conflict‑of‑interest, and small‑business preference requirements.
