Merchant Service Provider for On-Line Payments

The City of Waterbury’s Department of Finance is looking for a qualified vendor to deliver a secure, reliable online payment platform that will enable residents to pay municipal taxes, parking tickets, and water & sewer charges via the Internet. The contract will cover system design, integration with existing billing applications, transaction processing, compliance with payment security standards, ongoing support, and reporting capabilities. • Provide a PCI‑DSS compliant online payment gateway that accepts credit/debit cards, ACH, and e‑checks. • Integrate the gateway with Waterbury’s existing tax, ticket, and utility billing systems for real‑time posting. • Offer transaction monitoring, fraud detection, and detailed settlement reporting for the city’s finance team. • Deliver user support, system maintenance, and periodic upgrades throughout the contract term.
