The New York City Department of Homeless Services (DHS) is seeking qualified nonprofit and other eligible providers to operate Tier II shelters and overnight facilities for homeless families with children across the five boroughs. Contracts are open‑ended, reimbursed on a line‑item basis, and initially run for five years with a possible four‑year renewal. Providers must deliver 24‑hour intake, comprehensive case management, housing placement, health and educational services, and maintain ADA‑accessible facilities that meet city building, fire, and safety codes. Additional compliance requirements include annual financial audits, inventory reporting, community‑hiring goals for contracts over $3 M, and labor‑peace (LPA) certifications.
• Operate high‑quality, borough‑based shelters (Tier II) providing housing, case management, health, education, and employment services.
• Provide 24‑hour overnight lodging for families arriving at intake facilities between 10 pm–10 am; no meals are required.
• Meet extensive staffing, training, security, reporting, and regulatory standards (e.g., mandated‑reporter training, fire‑safety certification, lead‑paint remediation).
• Contracts are reimbursed via line‑item budgets; no ceiling is set, but contracts above $3 M trigger community‑hiring obligations (one income‑based hire per $500 k).
• Required pre‑award documentation includes proof of site control for a minimum five‑year term, IRS 501(c)(3) determination (for shelter portion), financial statements, and compliance certifications (LPA, Paid Sick Leave Law, Community Hiring Rider).
