MAILBOX ONLY - RFQ for On-Call Plan Check, Back Check, and Inspection Services

The City of Fresno is seeking a qualified consulting firm to provide on‑call professional services for plan‑check, back‑check, and inspection of commercial and residential construction projects. The work will be performed as needed, on individual projects or under on‑call agreements, and includes full or partial plan reviews, code compliance verification, and field inspections of building, mechanical, electrical, and plumbing systems. The City aims to augment its internal capacity to meet permit‑review timelines and maintain high‑quality safety standards. • Perform plan review and back‑check for new construction, additions, and tenant improvements across multiple disciplines (structural, mechanical, electrical, plumbing, etc.). • Conduct building, mechanical, plumbing, and electrical inspections for both commercial and residential projects. • Provide partial or single‑discipline reviews, prepare permit plan sets, and process them in accordance with City procedures. • Meet specified turnaround times when work is redirected to the selected consultant (e.g., 1‑3 business days for simple projects, up to 15 days for high‑rise or complex projects). • Submit a Statement of Qualifications (SOQ) by the September 14, 2026 deadline, following the PDF format and page‑limit guidelines.
