The Office of the Child's Representative (OCR) is seeking a long-term relationship with a software development and support partner to build and support the next-generation version of the CARES case management and billing software. The new system must be a fully custom software solution that OCR will own 100%, and it must support both OCR contractors and staff. The system must maintain compatibility with the Colorado Operations Resource Engine (CORE) and must enforce strict access controls to safeguard case data and protect the confidentiality of youth. The selected Proposer will be expected to carry forward the work done by OCR, reviewing and refining the materials provided, and helping OCR finalize a high-quality, user-friendly system through collaborative development. The Proposer must also provide access to a project management tool for ongoing troubleshooting, enhancements, and tracking of project progress.
