RFP - Hathaway Rest Area Rehab

The Montana Department of Transportation (MDT) is soliciting proposals from qualified consulting engineering firms to develop construction plans and specifications for the rehabilitation of the Hathaway Rest Area located in Rosebud County, Montana. The effort will assess the existing facilities, determine the most appropriate rehabilitation approach, and produce detailed design documents that meet all applicable federal, state, and local regulations. • Scope includes a Phase 1 evaluation to decide between rehabilitation or reconstruction, followed by Phase 2 design services (construction plans and specifications) if rehabilitation is selected. • Deliverables must comply with ADA standards, DEQ water and wastewater regulations, and MDT’s QA/QC requirements; the prime consultant must perform at least 50 % of the work and hold a Montana professional engineering license. • Proposals are to be submitted as a single PDF via the Montana State File Transfer Service by November 9 2026, 3:00 PM MDT; no hard‑copy or eMACS submission is accepted. • The single point of contact for all questions and submission notifications is Kelly Williams (Consultant Design Engineer). • Evaluation criteria focus on team qualifications (50 pts), project approach (100 pts), and past performance (30 pts).
