The State of Delaware is seeking a vendor to design, configure, test, deploy, operate, and eventually transition out a cloud‑based electronic syndromic surveillance platform (ESSENCE) that will provide early detection of community epidemics. The effort encompasses full system integration with multiple public‑health data feeds, migration of historic data, development of analytics and alerting capabilities, and delivery of ongoing support and maintenance for up to ten years (three‑year base term with up to seven one‑year extensions).
• Integrate data sources such as hospital EMRs, DHIN, school absenteeism, poison‑control, environmental and mortality data into a real‑time SaaS platform.
• Deliver system design, architecture documentation, configuration, customization, testing, user training, and 24×7 help‑desk support.
• Provide monthly usage reports, quarterly subcontractor diversity reports, and maintain compliance with HIPAA, HITECH, FISMA‑Moderate, and Delaware state security policies.
• Manage data conversion, legacy data migration (≥ 2019), and ensure all non‑public state data remain stored on‑shore in the United States.
• Offer a fixed‑price lifecycle cost for phases 1‑5 plus annual operations‑and‑support fees, with prices locked through June 30 2028.
