Description

The City of Port Angeles is seeking proposals from qualified organizations to develop and implement managed sheltering projects, including sanctioned encampments and safe parking, to support unhoused individuals and families. The goal of the project is to provide temporary stability and access to health and social services, leading to permanent housing solutions. The ideal organization should possess technical, operational, legal, staffing, financial means, and resources to provide the services. The contract will be for a term of three years. • The project should include options for sanctioned encampments and safe parking. • The proposal should include a community outreach plan, specific locations for proposed sites, site design and layout options, site management plan, site safety plan, and emergency response plan. • The proposal should also include a financial plan, budget for each phase of development, and proposed financing options. • The City is looking for an organization with experience working with individuals and households experiencing homelessness, and a history of successful outcomes. • The City is an equal opportunity and affirmative action employer, and small, minority- and women-owned businesses are encouraged to submit proposals.
