Description

The Iowa Department of Natural Resources is seeking a qualified firm to conduct a comprehensive feasibility study evaluating the technical and financial viability of extending a potable‑water line from the City of Onawa to Lewis and Clark State Park. The contractor will analyze existing infrastructure, forecast future water demand, develop alternative routing options, estimate construction and O&M costs, and provide recommendations for the most cost‑effective solution. The effort includes a kickoff meeting, a 90 % draft review, a final report, and a stakeholder presentation. • Perform engineering analysis of alternative water‑main routes, including right‑of‑way and interstate crossing considerations. • Develop 20‑year water‑demand forecasts and compare them to City of Onawa’s capacity. • Deliver cost‑benefit analysis, rate analysis, and operations‑maintenance cost estimates for each alternative. • Produce a final feasibility report and present findings to DNR and stakeholder groups by mid‑February 2027.

Budget estimate

$150,000 – $300,000

The solicitation does not publish a budget ceiling. Typical feasibility‑study contracts of this scope (multi‑month engineering consulting, several deliverables, and a final presentation) for a state agency in Iowa range from $150,000 to $300,000, depending on the consultant’s hourly rates, travel needs, and depth of analysis. The lower bound assumes a small‑firm rate and minimal travel; the higher bound reflects a larger firm with senior engineers and extensive data‑gathering.
