The Delaware Valley Regional Planning Commission (DVRPC) is soliciting a pre‑qualified consulting firm to conduct a comprehensive feasibility study for Segment 7 of the Valley Forge Gateway Trail, a 2.8‑mile multi‑use trail linking the Schuylkill River Trail and Chester Valley Trail. The study must evaluate alignment alternatives, structural crossing concepts over US 202 and I‑76 ramps, environmental and permitting issues, and develop a preferred alternative with cost estimates and an implementation strategy. Deliverables include technical memoranda, GIS mapping, public‑engagement plans, conceptual engineering drawings, and a final feasibility report, all to be completed by June 30 2028.
• Conduct project management, coordination, and bi‑monthly status meetings.
• Perform existing conditions inventory and GIS mapping.
• Develop at least three alignment alternatives (including a No‑Build option) and evaluate them against safety, constructability, and cost criteria.
• Produce conceptual crossing designs (bridges, tunnels, etc.) and assess impacts on roadway operations.
• Complete environmental screening, permitting matrices, and regulatory reviews (NEPA, wetlands, historic resources).
• Implement a stakeholder engagement program with three public meetings, up to ten interviews, and online tools.
• Deliver a preferred‑alternative concept plan, order‑of‑magnitude cost estimate, and implementation strategy.
• Submit final report with all technical, GIS, and CAD files by the contract deadline.
