Tax Advisory Services for ITC Elective Pay Filing

The Town of Wellesley is seeking a Tax Advisor to provide professional Tax Advisory services related to the federal Investment Tax Credit (ITC) elective pay mechanism. The purpose of this project is to successfully pre-file for, file for, and receive elective pay for a Clean Electricity ITC for three solar photovoltaic systems on Town of Wellesley property. The selected Tax Advisor will work with Town staff and the Town's design and construction contractor(s) to pre-file for, file for, and receive elective pay for the solar PV systems. Key responsibilities include start-of-construction and continuous progress analyses, foreign entity of concern (FEOC)/prohibited foreign entity (PFE) compliance, domestic content bonus analysis, and cost eligibility analysis. • Provide meeting minutes, action items, and decision memoranda within 2 days after each meeting • Conduct start-of-construction and continuous progress analyses • Advise the Town on FEOC/PFE compliance and domestic content bonus analysis • Conduct cost eligibility analysis and provide a final cost eligibility analysis • Prepare and submit all required forms for elective pay filing • Provide audit support if necessary
