The City of Philadelphia’s Free Library is seeking a vendor to provide comprehensive snow and ice removal services for its Region 3 (Southwest & West) library locations during the 2026‑2027 winter season. The contract will be awarded on a firm‑price, unit‑rate basis and may be renewed up to three additional one‑year periods at the same rates.
• Services include sidewalk and entrance clearance within 6 hours after snowfall, interim passes for events ≥ 2 in., de‑icing after each pass, pre‑treatment when ordered, parking‑lot plowing for Tier B/C sites, and 24/7 emergency ice‑call‑out response.
• The scope covers 11 library sites, with special requirements for historic masonry and an SMP‑restricted site (Cobbs Creek).
• Vendor must supply all labor, equipment, materials, and maintain required insurance, prevailing‑wage compliance, and 24‑hour point‑of‑contact availability.
• Pricing is submitted as unit rates per event/application; no guaranteed minimum quantity, and payments are made only for authorized services performed.
• Contract term is Nov 1 2026 – Apr 30 2027, with optional one‑year renewals; price adjustments for renewals are limited to CPI changes up to 4 %.
