Collin County, Texas is seeking a qualified firm to provide a standby, “as‑needed” debris monitoring contract to support disaster recovery. The contractor will document, verify, and report debris removal activities to ensure compliance with FEMA Public Assistance requirements, support eligibility for federal reimbursement, and assist with safety, environmental, and logistical oversight at temporary debris management sites.
• One‑year initial term (renewable up to five additional one‑year periods)
• Services activated only after a disaster event; rapid mobilization within 24 hours of notice to proceed
• Required tasks include load ticketing, volume estimation, daily logs, photo documentation, safety compliance, and coordination with FEMA, FHWA, state agencies, and insurance representatives
• Must provide qualified personnel (project manager, field supervisors, debris monitors, clerical staff) with minimum 5 years disaster debris management experience
• All work must follow FEMA PA guidelines, OSHA safety standards, and Texas environmental regulations; drones may be used only with County approval
• Contractor must supply bonding capacity up to $20 million and maintain required insurance (general liability, workers’ comp, automobile, umbrella)
• Hourly rates for each labor category must be all‑inclusive; proposals must include past performance, FEMA reimbursement success rate, and staffing plans
• No bid bond required; performance and payment bonds may be required for contracts > $25,000/$50,000
