Description

The Texas Education Service Center Region 13, on behalf of the Technology Alliance for Statewide Initiatives (TASI), seeks a vendor to deliver a configurable, cloud‑based phishing simulation and cybersecurity awareness training platform for K‑12 districts and ESCs statewide. The solution must support self‑paced and instructor‑led delivery, role‑based learning, AI‑aware modules, analytics, reporting, and integration with existing directory and collaboration tools. Vendors must provide licensing, implementation, onboarding, ongoing maintenance, and 24‑hour technical support for a contract term of one year (Sept 1 2027 – Aug 31 2028) with optional extensions. Pricing is capped at $2.50 per staff license per year for the 1‑149,999 tier, with firm pricing for the first two years and limited annual increases thereafter. • Cloud‑based platform with phishing campaign creation, scheduling, and automated remediation training • Comprehensive cybersecurity and AI awareness training library, including DIR‑certified and Texas Cyber Command‑certified modules • Role‑based, multi‑organization access and reporting dashboards; exportable analytics • Integration with AD, Google Workspace, Microsoft 365, and other security tools • Required support: onboarding, configuration, help‑desk response ≤ 1 business day, dedicated account rep • Contract term 1 year, optional three‑year extensions; statewide deployment across potentially 300‑500 k staff licenses

Budget estimate

$500,000 – $2,000,000

The contract caps the license fee at $2.50 per staff license for the lowest tier (1‑149,999 licenses). Assuming a mid‑range statewide deployment of roughly 300,000 staff members (typical for a large Texas ESC region), the annual license revenue would be about 300,000 × $2.50 = $750,000. The contract term is one year with optional extensions, so total contract value could range from $750,000 (single‑year) to roughly $2.25 million if three extensions are exercised and modest price increases are applied. Therefore, a realistic budget range is approximately $500,000 to $2,000,000, depending on actual license counts and extension decisions.
