The award will be made to the lowest responsive and responsible bidder, with a one‑year base contract and up to three optional one‑year extensions, contingent on continued funding. The vendor must meet stringent product specifications, provide warranties, maintain required insurance, and submit detailed monthly and quarterly usage reports. No bid or performance bonds are required, but the vendor must be registered in the Delaware Supplier Portal and hold a Delaware business license. • Provide ten listed pieces of equipment (ice‑cream machine, vacuum seal, dough sheeter, mixers, smokers, blast chiller, slicer, blender, etc.) – exact models or approved equals. • All equipment FOB destination, freight prepaid, with manufacturer warranties and compliance (UL, NSF, ENERGY STAR where applicable). • Submit two paper copies plus an electronic Excel pricing spreadsheet, along with non‑collusion statement, business references, and certification forms by the March 31 2026 deadline.
