Description
The City of Pendleton is seeking qualified professional‑services firms to provide Energy Savings Performance Contracting (ESPC) consulting across multiple phases, from technical energy analysis through design support, commissioning, and long‑term measurement‑and‑verification. The solicitation is a qualifications‑based RFQ; no price proposals are required at this stage. Up to three firms may be awarded multi‑year agreements (initial 4‑year term with up to three 2‑year extensions). Firms must hold current Oregon Department of Energy ESPC qualification, possess relevant engineering licenses, and demonstrate extensive experience with public‑entity ESPC, water/wastewater facilities, and grant/incentive coordination. Deliverables include baseline studies, project development plans, design documents, construction observation, and annual M&V reports.
