The Port of Stockton is seeking a qualified firm to provide comprehensive pre‑construction services for its Long Lead Double Track (LLDT) rail project. The scope includes independent cost estimating, constructability reviews, value‑engineering analysis, and coordination of pre‑construction activities with design, environmental, and hazardous‑materials teams. The selected consultant will also chair and attend meetings with the Port, Central California Traction, contractors, and other stakeholders, delivering detailed reports and risk assessments to support project planning and execution. • Independent cost estimating and risk assessment using the bid item list. • Constructability review of design and phasing plans. • Value‑engineering recommendations targeting cost and schedule savings. • Facilitation of meetings with the Port, designers, and contractors to discuss findings. • Ongoing coordination with the Port’s project manager and related technical teams.
